ASUU Quits Talks With FG
The negotiations between the Academic Staff Union of
Universities (ASUU) and the Federal Government collapsed again yesterday
as the lecturers have pulled out of the Governor Gabriel Suswam-led
Committee on Needs Assessment of Nigerian Universities.
In a letter detailing its reasons for withdrawing from the committee, ASUU said that the committee had not made progress on the issues for which it was set up, adding it was not satisfied with the way the N100 billion raised by government to rehabilitate structures in the universities was being managed.
Worse still, ASUU in the letter dated August 26 and signed by its National President, Dr. Nasir Isa Fagge, accused the Suswam committee of not being, clear on its plans for managing the funds. It cited the inclusion of a “Project Administration Fund,” even as it queried the manner which funds were allocated to universities slated to benefit from government’s intervention.
The letter stated that, “we have also noted albeit quizzically, that some N1.975 billion was allocated to the 62nd university called Project Admin Cost.
“We see no justification for allocating an amount more than what is allocated to four universities put together to a bogus Project Admin Cost”. The striking lecturers who had earlier announced their withdrawal from negotiations with the government, said that until the activities of the Suswam committee are carried out transparently and its misgivings on the modus operandi of the committee are addressed, ASUU will not return to the committee.
“In view of the foregoing, ASUU will be unable to continue in the membership of the committee until the issues raised are properly addressed”, Fagge stated.

NANS Plans Protest To End ASUU Strike

According to him, “NANS is not relaxed but we have decided to take approaches that don’t require us to make noise. We have been meeting with executive members of ASUU, the Nigerian Universities Commission, Minister of Education and the FG.
“We have also written to meet with the universities NEEDS Implementation Committee chairman and Governor of Benue State, Mr. Gabriel Suswan. If we don’t receive any response by the end of the week, we would issue an ultimatum and take it up from there.
“I have been consulting with all SUG leaders in the affected schools so that we would speak with one voice. Going to the streets would be our last option but we would do so to protest how long this strike has lingered.”

We’re Surmounting LASU’s Infrastructure Decadence – VC
With the number of completed and ongoing infrastructural
projects aimed at giving the Lagos State University (LASU), Ojo, a new
face amongst the comity of universities in Nigeria and sub-Saharan
Africa, one would conclude that the crisis-ridden university is heading
towards its best of times
This assertion is premised on the commitment of the Vice Chancellor, Prof. John Obafunwa to transform the 29 year old institution into a citadel of first choice.
On assumption of office in November 2011, some skeptics doubted if Obafunwa had the administrative-know-how and magic-wand to transform the university which was adjudged a glorified Secondary School into an ivory tower where high standards would be set in terms of academic and infrastructural uplift.
In less than two years, many are beginning to sing a new song given a recent stock-taking exercise and tour of facilities by newsmen. They were conducted round by the Vice Chancellor and other principal officers of the university. The visible projects include: the new School of Transport Building; the seven-storey Senate Building; four-storey Central Library; a twin Lecture Theatre at the Faculty of Law; new Faculty of Sciences Complex; the three-in-one Lecture Theatre in the Faculty of Education and LASU Radio Building.
Other ongoing projects in the university are the ultra modern Students’ Union Arcade building; new Faculty of Sciences Complex; Teslim Elias Law Library and a deep drainage system. Expressing optimism over the commitment of his administration to ensure all ongoing projects and others to be earmarked later are not abandoned, Obafunwa said: “Our team has continued to work assiduously to set high standards in qualitative education, through effective teaching, research, administrative competence and technology, as well as provision of infrastructures and teaching facilities in order to add value to the image and dignity of our prestigious university.
In the last one year and eight months, some of the achievements of the University in terms of provision of infrastructures and learning facilities are an ongoing seven-storey Senate building, whose phase one is about 50 per cent complete a month ago; an ongoing four-storey New Central Library, which will be completed 18 months from now, according to the site Engineer; new Faculty of Science Complex, which is almost completed with mechanical and electrical installations ongoing.”
Obafunwa who was two-time Provost of the University’s College of Medicine, LASUCOM, Ikeja said his administration completed the Teslim Elias Law Library Building, already in use and which was commended by the accreditation team of National Universities Commission, NUC, when they visited in December 2012.

“With our persistent efforts, LASU-Law, which was de-accredited in September 2010 along with 16 others, were re-accredited in March this year. Our School of Transport Building is completed, with its connection to the National grid remaining; there is an ongoing twin Lecture Theatre in Law Faculty; an ultra modern Students’ Union Arcade Building, almost completed; LASU Radio, which currently enjoys National Broadcasting Commission, NBC licence will be completed six months from now and we also have an ongoing construction of drainage system around the university to combat the menace of flooding,” he revealed.
The Forensic Pathologist while decrying the water-logged terrain of the university which leads to frequent flooding, assured that “the management is constantly in touch with officials of Lagos State Ministry of Environment on the best ways to keep flood at the barest minimum level during the rains. So, far the university has not recorded any flooding this year because of the construction of drainage system within the university. As a prerequisite for final and comprehensive repairs of our roads and control of flood, government has built new drainage system around the school’s business district area and at the Iba gate to collect waste water.
Asked reasons behind the poor state of access roads within the university, Obafunwa reiterated the management’s commitment towards improving the terrain of the university.
“The poor state of access roads is due to the current rapid constructions going on in the university. Resurfacing the roads will amount to waste of money now, especially as heavy duty trucks of the construction companies still ply them. However, this is not to say that the construction companies don’t provide palliatives on the roads. They do this regularly, even without being paid, because of our personal relationship with them,” he said.

On assumption of office in November 2011, some skeptics doubted if Obafunwa had the administrative-know-how and magic-wand to transform the university which was adjudged a glorified Secondary School into an ivory tower where high standards would be set in terms of academic and infrastructural uplift.
In less than two years, many are beginning to sing a new song given a recent stock-taking exercise and tour of facilities by newsmen. They were conducted round by the Vice Chancellor and other principal officers of the university. The visible projects include: the new School of Transport Building; the seven-storey Senate Building; four-storey Central Library; a twin Lecture Theatre at the Faculty of Law; new Faculty of Sciences Complex; the three-in-one Lecture Theatre in the Faculty of Education and LASU Radio Building.
Other ongoing projects in the university are the ultra modern Students’ Union Arcade building; new Faculty of Sciences Complex; Teslim Elias Law Library and a deep drainage system. Expressing optimism over the commitment of his administration to ensure all ongoing projects and others to be earmarked later are not abandoned, Obafunwa said: “Our team has continued to work assiduously to set high standards in qualitative education, through effective teaching, research, administrative competence and technology, as well as provision of infrastructures and teaching facilities in order to add value to the image and dignity of our prestigious university.
In the last one year and eight months, some of the achievements of the University in terms of provision of infrastructures and learning facilities are an ongoing seven-storey Senate building, whose phase one is about 50 per cent complete a month ago; an ongoing four-storey New Central Library, which will be completed 18 months from now, according to the site Engineer; new Faculty of Science Complex, which is almost completed with mechanical and electrical installations ongoing.”
Obafunwa who was two-time Provost of the University’s College of Medicine, LASUCOM, Ikeja said his administration completed the Teslim Elias Law Library Building, already in use and which was commended by the accreditation team of National Universities Commission, NUC, when they visited in December 2012.

“With our persistent efforts, LASU-Law, which was de-accredited in September 2010 along with 16 others, were re-accredited in March this year. Our School of Transport Building is completed, with its connection to the National grid remaining; there is an ongoing twin Lecture Theatre in Law Faculty; an ultra modern Students’ Union Arcade Building, almost completed; LASU Radio, which currently enjoys National Broadcasting Commission, NBC licence will be completed six months from now and we also have an ongoing construction of drainage system around the university to combat the menace of flooding,” he revealed.
The Forensic Pathologist while decrying the water-logged terrain of the university which leads to frequent flooding, assured that “the management is constantly in touch with officials of Lagos State Ministry of Environment on the best ways to keep flood at the barest minimum level during the rains. So, far the university has not recorded any flooding this year because of the construction of drainage system within the university. As a prerequisite for final and comprehensive repairs of our roads and control of flood, government has built new drainage system around the school’s business district area and at the Iba gate to collect waste water.
Asked reasons behind the poor state of access roads within the university, Obafunwa reiterated the management’s commitment towards improving the terrain of the university.
“The poor state of access roads is due to the current rapid constructions going on in the university. Resurfacing the roads will amount to waste of money now, especially as heavy duty trucks of the construction companies still ply them. However, this is not to say that the construction companies don’t provide palliatives on the roads. They do this regularly, even without being paid, because of our personal relationship with them,” he said.
ASUU STRIKE UPDATE : There Is No Need For ASUU To Continue Strike – Jonathan
President Goodluck Jonathan on Tuesday said there was no need
for the Academic Staff Union of Universities to continue with their
industrial action.
Jonathan said this at the inauguration of the Federal Government sponsored-Transformation Projects at the Federal University of Technology, Owerri (FUTO).
Represented by Prof. Ruqayyat Rufai, the Minister of Education, the president said N30 billion had been released for the payment of earned allowances in all public universities.
The president said that the inaugurated projects were in line with the Federal Government’s commitment to providing quality education in the country.
He said the projects were based on the need assessment exercise conducted by the Federal Government in universities.
Jonathan urged the university administration to engage in research for national development, while stressing the need for proper maintenance of completed projects.
The Vice Chancellor, Prof. Chidozie Asiabaka, in his speech, expressed joy at the completion of the structure.
Asiabaka noted that the projects had gone a long way in tackling the dearth of basic infrastructure in the school.
“The dearth of classrooms, lecture theatres, power supply, student hostels, office accommodation, library space and facilities are major challenges my administration faced when I assumed office two years-ago,’’ he said.
The vice chancellor said with the intervention of the Tertiary Education Trust Fund, the university got 1000 sitting-capacity lecture theatre, Centre for Entrepreneurial Studies Building.
He said the inaugurated projects are the new Engineering Technology, School of Environmental Technology Building, Centre for Nuclear Energy Studies and Training and the School of Agriculture and Agricultural Technology building complexes.
The others are the School of Environmental Technology building, landscaping of the campus and the provision of solar energy lights on the campus.
He also commended the Niger Delta Development Commission (NDDC) on the completion of the giant student hostel building in the university.

We will introduce "Students' Loan" instead of honouring ASUU's Demand -FG
The Nigerian Government has decided to break off negotiation with the
Academic Staff Union of Universities (ASUU) over what it called the
infiltration of the union by the opposition to discredit the government.
SaharaReporters gathered that as the committee set up by the Nigerian government to negotiate with the union gave a verdict of non-compromise on the part of the union and 'security report' of the infiltration of the opposition, it decided to break the negotiation.
It was revealed that the committee had reported to the government that the union had remained 'rigid and unbending' to suggestions on how to agree on some of the issues it was agitating for so as to end the strike which had entered its ninth week.
The committee had told the government that the union leaders were arrogant and selfish as their interest was paramount to that of their students who had been at home all this while.
The government after the report told the committee members that it had fresh security report that the union's stance on the lingering crisis in the education sector was as a result of the opposition's infiltration into the union.
It said the opposition wants to portray the government as irrational and uncaring to the plight of the lecturers and their students as well as present the government in bad light to Nigerians and the international community.
The government in breaking the negotiation has decided to fund individual student's education as it is done in advanced countries.
As a way of making nonsense of the industrial action by ASUU, SaharaReporters gathered that the government plans to introduce loans to the students throughout their period in the university so as to cushion the effect of the financial hardship on the students.
The government expects the students to re-pay the loans after graduation provided they get jobs of their choice. It however could not be ascertained how the loan to the students would compel the lecturers to call off the strike.

New Date for University of Uyo Post UTME Screening Exercise 2013/2014
The University of Uyo (UNIUYO) has fixed 10th-14th September as the new date for her 2013/2014 post UTME screening exercise.
The University hereby invites candidates who had registered for the POST-UTME Screening Exercise which was postponed, to attend the re-scheduled Screening Exercise from Tuesday, September 10 to Saturday, September 14, 2013.
Requirements for screening
(a) Candidates are required to come for the Screening Test with the following items:
a. Four (4) copies of the University of Uyo 2013 ON-LINE registration form duly completed with the passport-size photograph printed in colour. Note: Only colour printout will be accepted.
b. 2013 JAMB (UTME) Result printout
c. Four (4) recent passport-size photographs on red background (same photograph as the one used for the on-line registration) with the name, UTME registration number and signature of the candidate written on the reverse side of the photographs. These should be packaged in quarto- size envelope and labeled with name, department and JAMB registration number.
d. HB pencil, eraser and sharpener.
(b) No GSM handsets, calculators or any other extraneous materials should be brought into the screening halls.
Venue: The Screening Exercise will hold at the University of Uyo, Town Campus and Town Campus Annexe on the specified dates. Examination venues will be displayed at the gates.

ASUU STRIKE UPDATE
Return To Classroom, Group Tells ASUU
An Abuja-based group, the Transformation Agenda Solidarity
Forum, has called on striking members of the Academic Staff Union of
Universities to call off their strike and return to the classrooms.
But a chieftain off the All Progressives Congress in Kwara State,
Mohammed Belgore (SAN), has called on the Federal Government to honour
agreement with the lecturers.
The group said in a communiqué signed by Deputy Chairman of the group,
Dr. Aboki Zhawa, that the President, Dr. Goodluck Jonathan, had
responded positively to the issues raised by the striking lecturers.
They urged ASUU to call off the strike in the interest of the Nigerian
students, who the group claimed, suffered the adverse effect of the
lingering industrial action.
“The Forum flays the continuous stay at home by university lecturers
despite the efforts of Mr. President who has sufficiently responded to
the demands of ASUU.
“The forum calls on ASUU to return to class immediately in the interest
of our children who are the direct victims of this unnecessarily
prolonged strike action,” the communiqué read in part.
But Belgore in a statement by his media aide, Rafiu Ajakaye, appealed to
the government to consider the students who are more adversely affected
by the strike.
Belgore, who was the Kwara State governorship candidate in 2011 under
the now defunct Action Congress of Nigeria, said the future was bleak
unless Nigeria jerked up its commitment to educate the Nigerian child.
“As a citizen of this country and a politician who shares the view that
the Nigerian child, irrespective of their backgrounds, should have
access to quality education, I align myself with the calls on the
government to fulfil its promise made to the teachers in the agreement
signed way back in 2009.

EBSU Releases 2013/2014 Admission Guideline and Cut-off Marks
This is to inform all 2013/2014 prospective students of the Ebonyi State
University (EBSU) Abakaliki that the school have released admission
guideline and cut-off marks. Read on.
General Provisions
For the 2013/2014 admission exercise the following general guidelines have been approved and shall apply accordingly:
(a) The Joint Admissions and Matriculations Board (JAMB) has approved
that the 2013/2014 admission calendar shall commence from Monday 19th
August, 2013 and end by Thursday, 31st October, 2013.
(b) Credit passes in O/L Mathematics and English shall continue to form
part of the mandatory general entry requirements for
admission/registration into all EBSU regular undergraduate programmes.
(c) Admission/Registration of candidates into undergraduate programmes
of Faculty of Law and Basic Medicine/Anatomy shall continue to be based
on possession of all relevant O/L entry requirements at One sitting.
(d) There shall be limited admission into Medicine and Surgery in
Faculty of Basic Medical Sciences and Nursing Sciences in FHST for
2013/2014 session as EBSU has fulfilled the necessary conditions that
occasioned the
earlier ban on admission and thus the relevant regulatory bodies have
lifted the ban on admission in the said faculties with effect from
2013/2014.
(e) There shall be no consideration for admission/ registration of all
candidates (successful Pre-Degree graduands inclusive) into
undergraduate programmes without evidence of:
(i) minimum UTME (JAMB) result/score of 180 and
(ii) either EBSU post UTME minimum score of 100 marks or PDS with a minimum score of 180.
(f) The NUC approved admission carrying capacity for EBSU remains 5,328.
(g) There shall be no recommendation/admission of candidates into
undergraduate programmes on Awaiting Result basis. For avoidance of
doubt, no candidates who fail to present ready qualifying statement of
result or certificate as evidence of fulfillment of prescribed entry
requirements for admission through UTME or D/E shall be
recommended/selected, admitted or registered provisionally.
(h) In addition to other stipulated criteria for supplementary
admission, no successful Pre-Degree graduates without a minimum UTME
score of 180 shall be considered for admission.
(i) The selection for admission in 2013/2014 session would be done in
such a way that the average of the candidates UTME score with either the
Post UTME or Pre-Degree score, whichever is higher, would be used.
(j) No candidate with an average score of less than each of the faculty
cut-off scores as in three (3) below should be considered for admission.
(k) No Pre-Degree graduates who neither put EBSU as first nor second choice University shall be considered for admission/
(l) Direct Entry admissions shall continue to take 10% of EBSU total quota.
(m) Direct entry admission seekers whose O’level results are not screened online may not be considered for admission.
FACULTY ADMISSION CUT-OFF MARKS
The following average (UTME and Post UTME/PDS) scores shall be use as
minimum cut-off marks for the 2013/2014 admission into programmes of
EBSU.
(1) Faculty of Basic Medical Sciences (FBMS): (a) Med. & Surg. 214 and above
(b) Anatomy 150 and above
(2) Faculty of Law 200 and above
(3) Faculty of Health Science & Tech. (FHST) 190 and above
(4) Faculty of Management Sciences (FMS) 160 and above
(5) Faculty of Arts & Humanities (FARTS) 160 and above
(6) Faculty of Social Sciences (FSS) 150 and above
(7) Faculty of Biological Science (FBS) 150 and above
(8) Faculty of Education (FEDU) 150 and above
(9) Faculty of Physical Science (FPS) 140 and above
(10) Faculty of Agric. & Natural Resources Management (FARM) 140 and above
PROCEDURE FOR SELECTION OF CANDIDATES FOR MERIT ADMISSION
The first choice admissions are to be guided by JAMB approved admission
criteria as follows:
(a) Merit (RM): Here about 20 best candidates may be selected per
programme except in Nursing Science where only 10 best candidates are
to be selected.
(b) Locality/Catchment (RL): Two best candidates from each of the 13
Federaly recognized Local Government Areas of Ebonyi State shall be
selected from programmes/departments whose quota is NOT MORE THAN
100 while 3 candidates are to be selected from programmes/departments
whose quota is MORE THAN 100. In programmes where less than 26
candidates with the acceptable score for the programme are listed, all
Ebonyians within that range/score shall be taken after the general merit of
20 or 10 as the case may be.
(c) ELDS: Educationally less developed states shall be discretionally applied if
constraints of the 2013/2014 NUC quota and prevailing imperatives within
EBSU as a state university permits. Please be reminded that states
recognized as educationally less developed include: Adamawa, Bauchi,
Bayelsa, Benue, Borno, Cross River, Ebonyi, Gombe, Jigawa, Kaduna,
Kano, Kastina, Kebbi, Kogi, Kwara, Nasarawa, Niger, Plateau, Rivers,
Sokoto, Taraba, Yobe and Zamfara.
(d) JAMB approved UTME subject combinations for different courses in the
brochure shall continue to also guide merit admission selections.
(e) Physically challenged candidates with acceptable minimum UTME (JAMB)
score are to be accorded preferential admissions privileges even without
evidence of participation in EBSU Post UTME; especially where such
challenge acted as handicap to writing the exam.
4. ADMISSION THROUGH PDS
Admission of candidates through the Pre-Degree school (PDS) shall
continue to be given adequate attention such that there shall be merit and
supplementary admission consideration just like UTME candidates in view
of the status of PDS in EBSU. This shall nevertheless be during general
supplementary admission.
5. CONCESSIONAL ADMISSION

6. SUPPLEMENTARY ADMISSION
EBSU first and second choice candidates who could not secure admission
through merit shall be considered for supplementary admission provided
that
(i) they posses sufficient evidence to confirm that they were screened
during the 2013/2014 EBSU Post UTME screening exercise and that they
passed JAMB (UTME) and EBSU Post UTME/PDS at the respective
minimum pass marks.
(ii) they show evidence of payment of three
thousand naira (N3,000) only for screening.
7. DIRECT ENTRY ADMISSIONS
The possession of basic O/L entry requirements in their respective areas of
discipline shall continue to be used as conditions for Direct Entry
Admissions for 2013/2014 session. This is without prejudice to Direct
Entry candidates in Law where single O/L sitting criteria shall be waived for
those with good qualifying D/E result certificates.
(a) EBSU diploma results with a minimum of Upper credit shall continue to be
accepted for D/E admissions just like others from Polytechnics and
Monotechnics.
(b) No Diploma from other universities shall be accepted for admissions/
registration in EBSU.
8. ADMISSION OF STAFF BIOLOGICAL CHILDREN/ADMISSION ON
STAFF INTEREST
There shall be provision for consideration of admission of staff biological
children. Members of staff are advised to formally indicate such requests
through collection/filling of the appropriate forms from Admissions
Department. Such completed forms should be endorsed by staff HODs
and submitted to Admissions Department. Only the forms approved by
the Vice-Chancellor/Registrar/Chairman of Admissions Committee shall be
processed for admission. Genuine staff request for admission of staff
biological children shall continue to be given priority consideration.
9. SCREENING OF CANDIDATES
Prospective candidates shall be intensively screened to ensure that all
documents tendered for admission (including O/L result, Post UTME result
slip, PDS result slip and declaration of identity/nativity) are genuine. The
university shall have the options of:
(i) Confirming candidates UTME scores in relation to the approved cutoff
point for the desired programme as well as the genuineness of
the candidates O’level result. Using this option, admission may be
offered to candidates based on the genuineness of his O’level result
and UTME grade.
10. In addition to the above admission committee/HODs/Faculty officers and
all concerned with registration of candidates are advised to ensure that
candidates declaration of identity/nativity are critically evaluated to avoid
possible impersonation of Ebonyi indigenes. Any impersonator discovered
shall be reported to the Registrar for automatic disqualification/withdrawal
of admission and permanent blacklisting from future admissions in the
university.
11. CLOSURE OF 2013/2014 ADMISSIONS
The deadline for 2013/2014 admissions according to JAMB is Thursday,
October 31st 2013.
All concerned with admissions should endeavor to keep to approved
schedules of admission recommendations (merit and supplementary
UTME/DE admissions) so that the university will be able to conclude
admissions within the stipulated period to avoid any possible sanction by
JAMB. It is worthy of note that JAMB intends to enforce this deadline to
the letter this year.
N/B: For purpose of easy identification of National Universities Commission
(NUC) accredited Programmes under each Faculty see Appendix I as attached.
